You cannot make this user an Editor as they do not have an email address set on their account – this can happen when you create profiles using the ‘Manually add profiles’ feature.
If you would like to make this person an Editor, you must:

Set an email address on this account, in the ‘Personal Information’ section.

Set the password for the account, using the Password section.

Change this person to be an Editor, in the Profile section.

Give the email address and password you set to the person, so they can log in.
